Stephanie Lillard was elected Mayor in 2024 and began her current term in January 2025. She was originally appointed to the Town Council in January 2021 and was later elected to the Council, serving until she assumed the mayoral position. Mrs. Lillard is the Executive Director of People Incorporated Financial Services, a Virginia-based Community Development Financial Institution and an affiliate of People Incorporated of Virginia. Previously, she served as a Business Retention Manager for Shenandoah County Economic Development. Her past experience also includes work in regional destination development with the Virginia Tourism Corporation and serving as Director of Community and Economic Development for Page County.
With experience in both the private and public sectors, Mrs. Lillard brings over a dozen years of combined expertise in community and economic development, finance, planning, and small business marketing.
She has also been an active volunteer, serving on various boards, including:
-Secretary/Treasurer of the Page County Economic Development Authority
-Secretary of the Luray-Page Chamber of Commerce & Visitor Center
-Treasurer of United Way of Page County
-Board Member of Choices of Luray
-Current member of the Luray Park Association
-Luray Police Foundation, President
In 2024, she was appointed by Governor Glenn Youngkin to the Virginia Cave Board under the Department of Natural and Historic Resources.
Mrs. Lillard holds a Master of Business Administration from Louisiana State University Shreveport and a Bachelor of Science in Business Management with a specialization in Organizational Development from Eastern Mennonite University.
She resided in Luray with her husband, Brian, and has two daughters, Madalyn and Makayla.
